Do I need to clean the bottom part of a charcoal grill before every use?

I got one of those cheap 30 buck weber grills to use because I wanted to grill burgers and live on a college campus (small area outside house I can put it). anyways. This is the grill. Anyways Every time Ive used it (granted its only been twice so far) ive cleaned it. A lot of grease from the burgers seems to collect in the bottom along with the ashes. I have a trashcan with water in it I dump the old coals/ashes in. Its such a bitch to clean though because the gunk on the bottom is basically a mix of grease fat and charcoal. Its thick and gunky. How necessary is it to clean that every time I use it? i mean its on the bottom below the coals.

Also whats the best way to clean the grease catcher since it doesn't come off? should I just spray the whole thing with a water hose when I need to clean it?
